How to verify PayPal without your own number

For the sign-up confirmation, yes. For a long-lived account holding money, no — PayPal sends step-up codes to the registered number, so switch it to a permanent number and add an authenticator app before depending on the account.
Why does PayPal block some numbers?
As a payments company PayPal screens numbers hard — VoIP ranges and numbers seen on other accounts are often refused. If a number is rejected, cancel it (automatic refund) and try another; UK mobiles pass most often for UK accounts.
Can I change the number on my PayPal later?
Yes — Settings lets you add a new number, verify it by SMS, and remove the old one. Do this while you still have working login credentials; it is the recommended path from temporary sign-up to permanent account.
