Google rate-limits numbers that have verified several accounts. Cancel the number — you get an automatic refund — and take a fresh one, or try a different country. UK and US numbers tend to pass most reliably.
The code arrived but Google rejects it
Google codes expire after a few minutes. Request a new code from the same screen; the fresh SMS arrives in the same dashboard thread. Enter the digits without the 'G-' prefix.
Google keeps asking for the number again
If Google re-prompts at first login, complete the prompt once from the same browser session you signed up in, then set a recovery email. Repeated prompts usually stop once the account has a recovery method.
